He becomes a free agent, but any team that does that was stupid to draft the self then.
Yes, the picks who doesn’t get sign will go into free outfit and no the team doesn’t lose their pick
The player gets nothing because the team drafted the rights to him. They could choose to trade away the rights to that player to another team (like SD did with Eli Manning when he said he would never sign with them) and see if they can get anything in return.
Most, if not all, of the currently unsigned picks will eventually sign. They are just holding out for more money, but in the end it just expenditure them because they fall behind in learning the pro game and getting their chance to make it onto the field.
I reflect perhaps if they sit out a whole year, then they might be converted into a free agent, but I am not sure.

They remain the property of the team that drafted them except that team trades away the rights to the player. They would not be converted into free agents, they would not be able to sign a contract with some other team except the team that drafted them gives up or trades their rights to the player.
they dont be converted into free agents their rights stay with the team that drafted them but they can chose to sit out the entire year at which point they can re-enter the following years draft.
